Sacramento County cuts to indigent mental health and health care services stopped! 07/22/2010 In the News  Napper v. County of Sacramento: Western Center, along with co-counsel Disability Rights CA and pro-bono attorneys from Cooley LLP, filed a federal class action suit on May 6th to prevent the devastating and unlawful termination of essential mental health services to 5,000 residents with severe mental illness by Sacramento County. TRO Granted in Poole! 07/02/2010 In the News  On June 22nd Western Center and co-counsel filed suit to prevent the County of Sacramento from closing two of the three indigent health clinics and halving services at the third. Today the court granted our application for a TRO.
Suit filed to stop devastating clinic closures in Sacramento 06/24/2010 In the News  Western Center, along with co-counsel LSNC, filed suit on June 22nd to prevent the County of Sacramento from closing two of the three indigent health clinics and halving services at the third. If the cuts are enacted, Patients in need of specialty care will wait over a year for a referral; patients with urgent dental conditions will wait 5 weeks for an appointment; and same day x-rays of broken bones will not be available. Justice Earl Johnson, Jr., the Western Center’s scholar in residence, recently retired from the California Court of Appeal after a quarter century on the court. A South Dakota native, he earned his BA from Northwestern where he was student body president and his JD from the University of Chicago where he was a law review editor. |
| During his pre-judicial career he was a federal prosecutor, a legal services lawyer in Washington, D.C., the Director of the OEO Legal Services Program during the “war on poverty” era, and a Professor at USC Law Center where he also was a senior research associate at USC’s Social Science Research Center and co-directed an international access to justice research project at the University of Florence (Italy). He played a prominent role in the legislative efforts to create the Legal Services Corporation in 1974 and the California IOLTA program a few years later. He also authored JUSTICE AND REFORM, a history of the early years of the OEO Legal Services Program, as well as authoring or co-authoring four other books and a dozen articles about legal aid and access to justice. While a judge, he chaired the California Access to Justice Commission, and was founding president of the National Equal Justice Library now housed at Georgetown Law School. His contributions to legal aid were recognized with the first Loren Miller Legal Services Award in 1977 and the Aranda Access to Justice Award in 2004 -- along with three “Appellate Justice of the Year” awards and the Los Angeles Bar’s “Outstanding Jurist” award for his performance on the court. |
