Mobile home parks offer refuge from California’s housing squeeze. Who’s watching them?

Under state law, a park could go up to 20 years without a full inspection; inspectors rely mainly on residents to file complaints. While inspectors visited 91% of state mobile home parks in the last decade, according to a recent state audit, only half were full inspections, and 330 parks got no visit at all. The dilemma in Stockton illustrates how the state’s crushing housing affordability crisis has forced the state into a Catch-22: shut down problematic parks and displace residents who are often one step away from living in their cars, or use enforcement powers sparingly as health and safety emergencies fester.

JOINT PRESS RELEASE: Attorneys for Community Groups Denounce California’s Move to Appeal Ruling in Covid-19 Rent Relief Lawsuit

Attorneys representing three community groups suing the State of California for wrongfully denying applicants without adequate process in its Covid-19 rent relief program released a statement today denouncing the State’s decision to appeal a recent ruling in the case. In January, a Superior Court judge said that in rejecting an application for rent relief, the state must “specify the facts supporting the denial” in order to satisfy the applicant’s right to due process–meaning the denial notice must provide enough information for applicants to understand why the state rejected their application, and potentially appeal the decision. The state has been barred from issuing denial notices to the approximately 140,0000 remaining applicants until this requirement is met. The state’s lawyer argued that this requirement would be too burdensome. Last Friday, the state turned again to the Court of Appeal, requesting it throw out the lower court’s order.

Housing Search With a Voucher Is Difficult in Los Angeles County. A Homeless Student Received Aid for an Apartment. Then Came the Hard Part.

Ms. Benitez knew little about Section 8 when she secured help through a nonprofit that was given vouchers for the purpose of assisting young adults experiencing homelessness. This allowed her to bypass the voucher wait list through the county’s housing authority, which has about 33,000 families or individuals on it and has not taken additional applicants since 2009. The Section 8 program is named after a clause in the U.S. Housing Act of 1937 that was amended more than three decades later to help low-income Americans secure private housing at a discount.
